Officers were made aware of the potential explosive near Arbroath’s lifeboat station at around 10.30am on Thursday.
A number of items were recovered, including one which is believed to have been an explosive.

The Montrose Coastguard Rescue (MCR) was also called to the scene at around 10.55am following the discovery of the items.
A spokesperson for the coast guard confirmed that the Explosive Ordnance Disposal Unit has been informed and that MCR will remain at the scene to monitor the area.
A Police Scotland spokesperson said: “At around 10.30am on Thursday, we were called the beach in Arbroath, near the lifeboat station after items and a possibly ordnance device were discovered.
“EOD and HM Coastguard have been contacted.”
A HM Coastguard spokesperson said: “Montrose Coastguard Rescue was sent to Arbroath harbour in response to a report of suspected ordnance made to HM Coastguard at about 10.55am.
“An Explosive Ordnance Disposal Unit has been informed. Montrose CRT will monitor the location. Police Scotland was also alerted.”
