Senior BCP councillor removed from role ‘over disagreement’

Poole People leader Mark Howell was removed from his position as lead member for regeneration by council leader Millie Earl late last year. 

No public announcements were made by BCP Council following the removal of Cllr Howell. Nobody has replaced his position. 

It’s understood he was removed following comments made at a public council meeting where he criticised chief executive Graham Farrant. 

A source close to Cllr Howell said he has gained “substantial experience and knowledge” in the regeneration of the area from his various roles. 

But that he believes the “fundamental” reason why BCP Council has “failed to move regeneration forwards” is because “the chief executive is opposed to officer and councillor collaborative working”.

The source said: “The CEO has preferred to operate in a freelance fashion, meeting with potential regeneration partners without agreeing a planned approach with the leading councillors with regeneration responsibilities. 

“Mark’s position as lead member was therefore unsustainable. Mark was reporting to the council leader as she had regeneration within in her portfolio.  

“She has no experience in this area so she likely to continue to allow the CEO to frustrate the development of an effective regeneration team.” 

Cllr Howell declined to comment, saying councillors are not allowed to on chief executive matters.
