‘Scottish Government has no policy on two child benefit cap scrap’

However, Ian Murray told journalists today the Department for Work and Pensions (DWP) is “not quite sure” what the Scottish Government wants from them in terms of data on the two-child benefit cap as the minister said they had “no policy” on the issue. 

Without any data from the DWP, the Scottish Government would be unable to mitigate the policy.

Speaking to journalist after appearing at a Scottish Parliament committee, Mr Murray said: “As I understand, the briefing from the DWP is that they’ve announced something without a policy.

“The Scottish Government haven’t really fully developed what their thinking is so we are not quite sure what they are asking for. The DWP are going to provide anything they need but we are not quite sure about what data they require.”

“I am determined to make progress as swiftly as possible towards our goal of eradicating child poverty – including putting in place the systems needed to end Labour’s two-child cap.”

Mr Murray could not answer if this would mean delays to the payment for certain individuals as he said “it’s one for the Scottish Government”. 

Mr Murray said the DWP has given a commitment that “whatever policy comes forward”, they will supply the data and are also willing to help develop the policy “through DWP officials”. 

Mr Murray commented his government would ensure any policy brought forward by Scottish minister would “interact properly” with the UK welfare system. 

The Secretary of State added: “We are willing to give and do anything we possibly can to assist the Scottish Government but they need to develop the policy a bit further so they know what they need and what they’re asking for so that can be supplied.” 

His comments come after John Swinney said he was “determined” to scrap the two child benefit cap in order to tackle the issue of child poverty. 

Speaking ahead of a speech in Stirling today, Mr Swinney said: “I am determined to make progress as swiftly as possible towards our goal of eradicating child poverty – including putting in place the systems needed to end Labour’s two-child cap.

“But I am under no illusions that we will be able to end child poverty in Scotland overnight. It will take strong, collective action in the long-term – and that is what my government will deliver in partnership with people and organisations working in our communities.”
