Sankey Bridges Best One shop told click-and-collect lockers must go

Best One, on Liverpool Road in Sankey Bridges, applied to Warrington Borough Council for the retention of the parcel facility – but this was turned down.

The lockers are in the car park of the shop, facilitating deliveries of parcels and collections by recipients as a more convenient method for people not at home to receive deliveries.

The locker brand is InPost, with 24/7 collection available, and they have been in place since June 2022.

Also sought was the erection of an acoustic fence between the boundary of the shop and the adjacent residential property.

One neighbour objection stated: “As this facility is in use for 24 hours-a-day, seven days-a-week, we have no control over the times that people visit to pick up or drop off parcels.

“We have to listen to vehicle engines running, doors being slammed and loud music being played at all hours of the day and night.

“The collection/drop-off delivery van has been to empty this facility as early as 5.30am, and all the compartment doors (74 in total) are slammed shut, waking us up.

“We have verbally complained to the shop owner (Mr A Thevarajah) and click-and-collect company (Post In), but nothing has changed.”

The council’s environmental protection and transport teams also objected to the lockers, with the former raising noise complaints, which are disturbing neighbours.

The latter said that additional parking is required due to ‘inconsiderate and unsafe parking behaviours’.

In refusing permission, council planners said: “The proposal has an unacceptable detrimental impact on the amenity of neighbouring residents.

“The noise generated by people using the proposal, which occurs at unsociable hours throughout the week, is detrimental to the amenity of neighbours.

“Given the proximity of the proposal to the adjacent dwelling, no conditions or mitigation measures are assessed as sufficient to reduce the impact to an acceptable level.”

It also said: “The proposal will increase the demand for parking, while reducing the number of parking spaces available on site.

“This therefore increases the risk that parking will be increased on the street, in an area where parking and stopping restrictions are in place.

“There are already instances of dangerous and illegal manoeuvring and stopping occurring in the vicinity of the shop, which would be further exacerbated by the reduction in parking provision.

“The proposal therefore poses a danger to users of the highway network and is contrary to planning policy.”
