The noise complaint comes after the managers of retail parks in Blackpole in Worcester, Legal & General, vowed to be more considerate of residents after some were disturbed by a noisy leaf blower late last year.
Matt Brown, 62, who lives on Salters Close opposite the retail parks, has previously complained about issues affecting residents who live near Elgar Retail Park and Blackpole Retail Park in Worcester, including overflowing bins, rampaging rats and boy racers performing stunts in the car parks.

Mr Brown estimated the pothole was six inches deep but had not expected it to be repaired at what he considers to be antisocial hours.
He said: “At 7.40 this morning (Sunday, January 12) those still in bed would have been suddenly awoken by the retail park contractors repairing the bomb crater in the car park.
“Yes, a chorus from a petrol stone saw and a petrol hydraulic breaker shattered the early Sunday morning tranquillity. As we have said before, they never ever consider the local residents opposite.

“Why could they not have started the job later and not at a ridiculously early time on a Sunday morning?”
We reported last November how ‘concerned’ retail park bosses apologised after a noisy leaf blower resulted in a rude awakening for neighbours.
Blackpole residents were woken up on several consecutive mornings by a leaf blower, said to be a subcontractor, in Elgar Retail Park in Worcester.
Some residents said the leaf blower started at around 5.30am, leading to Warndon and Elbury Park city councillor Jill Desayrah making a complaint on their behalf.

A spokesperson for Legal & General, which manages the retail park in Blackpole Road, said at the time: “We are concerned to learn about the disturbance to residents living near to Elgar Retail Park.
“We’ve raised this with our managing agents as a priority, and will ensure there is no further disruption to local residents. We do not condone sub-contractors operating at unsocial hours, and apologise for any inconvenience caused by this.”
We have approached Legal & General for a fresh comment about this latest disturbance.
Cllr Desayrah said: “I’m disappointed but not surprised that this is once again the behaviour of the retail park management.
“It is especially disappointing given the assurances Legal & General provided when we raised the noise issue from the leaf-blowing. I truly hope for better behaviour in future.”
