Edward Esdon, of Esdon Architecture, has applied to Test Valley Borough Council for permission to construct an extension to a house in Horseshoe Drive.
The plans have been objected to by Robin Cavalier, who lives next to the property.
Speaking at a meeting of the Romsey Town Council planning committee on Thursday, January 9, Mr Cavalier said that, while he and his family are on good terms with their neighbour, they had concerns after seeing the designs for the extension.

He said: “We are next-door neighbours, and we have spoken to them about their designs. The extension we have no objection to, but when we saw the designs, we had some concerns.
“(The extension) is a separate property. There is no passageway between the main house and the extension. It could mean it could be a separate dwelling. That is our concern.”
Mr Cavalier went on to say that, while he has no concerns about his current neighbours using the extension, he was hoping it could be conditioned that, if the house is sold, it cannot become a house of multiple occupancy.
Cllr Janet Burnage said: “One thing that concerns me is when we see the extension, it is right up to the fence boundary. I think that is right on the footpath. That concerns me; that (the property) will be squeezed into a little space.

“The applicant says it is a granny annexe, but granny annexes are usually one storey, not two storeys.”
Cllr Mark Cooper said: “A house like this is in high demand. I was going to suggest an objection to the application on the basis that it is out of keeping with the estate.”
The committee voted to object to the planning application.
