The proposal seeks to change the use of multiple agricultural barns at Stratton Manor Farm, Browninghill green, Baughurst, to three residential dwellinghouses (Class C3).
A covering letter from Bell Cornwell Chartered Town Planners on behalf of clients, Mr and Mrs Champion details that the proposal would comprise of three residential units:

- Dwelling 1 – Barn 1 – This would have a floor area of 322sqm with a curtilage of 319sqm including parking for three cars. This dwelling would be a four bed property
- Dwelling 2 – Barn 2 – This would have a floor area of 98.5sqm with a curtilage of 98sqm including parking for two cars. This dwelling would be a two bed property
- Dwelling 3 – Barn 2 – This would have a floor area of 99.5sqm with a curtilage of 99sqm including parking for two cars. This dwelling would be a two bed property
- Dwelling 4 – Barn 3 – This would have a floor area of 100sqm with a curtilage of 98sqm including parking for two cars. This dwelling would be a two bed property
- Dwelling 5 – Barn 3 – This would have a floor area of 97sqm with a curtilage of 97sqm including parking for two cars. This dwelling would be a two bed property
A total of one large dwelling is proposed. Four small dwellings are proposed with an internal floorspace measuring 395sqm. The overall floorspace would measure 717sqm. Detailed plans accompany this submission to demonstrate the proposed appearance of the barns alongside the parking and garden arrangements.
The letter adds that the three barns are set away from the road and to the rear of the main farmhouse, “there will be no views from the public realm of these converted barns.”
The barns were constructed in the 1970s from timber and steel portal frames.
A structural inspection report from Structronix concludes that the three barns are “in general structurally sound and suitable for conversion.
“Two column base to barn 3 require a relatively straight-forward maintenance repair to replace some areas of rotten timbers.
“The surface corrosion to the barn 1 steelwork should be removed and repainted.”
