North Yorkshire Council approves Leyburn caravan plans

The site, located at Brookfields Farm, Chapel Lane, Harmby, Leyburn, will replace its operation under the Caravan and Motor Home Club exemption.

It is already equipped with spaces for seven caravans.

Application forms were submitted by Mr and Mrs R and J Stirk, with Maria Ferguson as the agent.

The proposal received full planning permission for a change of land use.

North Yorkshire Council’s approval is based on the application’s alignment with the National Planning Policy Framework, which aims for sustainable economic development.

The site is not located in a flood-risk area, and surface water will be managed via a soakaway system.

Waste management includes areas for storing and separating recyclables.

The application states there will be no impact on pedestrian or vehicular access, nor are there any plans for new public rights of way.

The council has imposed conditions to ensure the development does not compromise the rural character, public access, or nearby residences.

These include external lighting approval to reduce light pollution, a limitation of seven caravans to mitigate visual or environmental impact, and a holiday accommodation-only restriction to prevent permanent residency.

The site will also be monitored for compliance, with guest logs required to be maintained.

Public comments from Stuart Crawford expressed cautious support for the development, provided strict conditions are enforced.

These include a maximum limit of seven caravans, and restricted access points to avoid disruption and future expansion beyond the proposed scale.

He also highlighted personal concerns about traffic, safety, and noise, should conditions not be enforced.

He suggested planting hedges or trees around the gateway to maintain the aesthetic and rural charm of the area.

The Local Highway Authority stated that any interference with the public right of way (PRoW) during development would require a Temporary Closure Order from the council.

If future works require diversion, an additional Public Path Order application will be necessary.
