Letter: ‘Devolution reorganisation will be intricate and drawn-out’

This major shake-up would mean that Test Valley Borough and other neighbouring councils be combined into a large strategic authority with the prospect of a regional mayor similar to those in Manchester, Birmingham and London, etc.

On January 9, Hampshire County Council will hold an extraordinary meeting to rush through a decision on this. On the agenda is a recommendation to postpone this May’s county elections for at least a year under the cover of this reorganisation. This would make a mockery of our democratic process.

Undoubtedly, a reorganisation will be intricate, drawn-out, and financially burdensome, potentially spanning years. Given the scale of complexities, how likely is it that the May 2026 “target date” for a reorganisation would even be met?

Why should we trust those who have presided over the present financial crisis at Hampshire County Council to lead us through this major upheaval?

Reorganisation is a complex policy question, and the evidence of its outcomes is mixed. While there may be some benefits, I am very concerned that our communities may lose their distinct voice and identity. How can we believe that this restructuring will yield success if the fundamental issues remain untouched and unchallenged? Why not confront the root causes of our local government’s failures before plunging headlong into a costly and disruptive reorganisation?

The current Conservative administration at Hampshire County Council may appreciate the veil of a restructuring being pulled across the dire financial situation at HCC.

A delay would be most convenient for them, as many of their seats looked exposed in May’s election.

Fundamentally, regular elections are crucial for upholding the essence of a healthy democracy. Delaying our right to choose our representatives and shape local policy decisions would undermine that, especially when very important changes are being proposed.

Holding the local elections as scheduled in May would be essential to provide Hampshire County Council with a proper mandate for the change.
