Criss Connor, who served as a district councillor in the 1970s, died on Sunday, December 29.
He was one of the last town mayors of Basingstoke from 1975 to 1976, before the council became the Borough of Basingstoke and Deane in 1978.
He later represented the Winklebury ward for Basingstoke and Deane Borough Council from 2001 until 2006.

He was named an Honorary Alderman, a formal title conferred by the county council to recognise what is considered to be outstanding service as a councillor.
Criss is survived by his wife Angela, his son Steven, daughter Jane and two grandchildren.
Mayor of Basingstoke and Deane, Cllr Dan Putty, said: “Criss’ commitment and service to Basingstoke and its communities spans several decades at both borough and county level, for which we should all be very grateful.
“Our thoughts and prayers are with his family and friends at this very sad time.”
The flag at the council offices will be flown at half-mast on the day of Criss’ funeral on Monday, January 27.
