Pamela Peskett, a mother of four, grandmother of seven and great grandmother of five, died on November 21.
A Liberal Democrat city councillor, she was the mayor in 1990-91 and lived for many years in Avenue Road, Fulflood.
Mrs Peskett also served on Hampshire County Council representing the Eastgate division from 1993 until 2009 when she stood down, aged 76.
She was married to Hugh Peskett, a family historian who tracked down the Irish ancestry of US president Ronald Reagan in the 1980s. He died in 2020. In accordance with her wishes there was no funeral. A memorial will be held in the spring, with details to be announced.
Mrs Peskett returned to Abbey House, the mayor’s official residence for a reunion of mayors last year.
On her retirement from the county council in 2009 she was given the title of honorary alderman in recognition of service to the people of Hampshire.
Mrs Peskett served on various education, social services and youth-related committees. She was a director of Friends of the Family charity and the Carroll Centre in Stanmore.
She also represented the county council on external organisations and joint committees including Age Concern, Voices, the Hampshire Admissions Forum and the Winchester Excavations Committee.
Mrs Peskett served as a local authority governor on St Bede Primary School in Winchester from 1993. She was also chairman for the Hampshire Combined Youth Justice Committee from 2005 to 2008.
