Closed Culcheth Chinese restaurant Attic No.8 can become flats

Permission was sought from Warrington Borough Council for a proposed change of use from commercial restaurant to two two-bedroom flats.

The location in question is number 8b Church Lane in Culcheth – the first floor of a two-storey commercial building above existing retail units.

The premises was formerly in use as a Chinese restaurant known as Attic No.8, which closed in August 2022 due to the ‘financial climate’ at the time.

There are parking restrictions along Church Lane, however there are two designated parking spaces for number 8b situated outside numbers 10 and 10a, immediately adjacent to the site, plans state.

A small ancillary office and WC will be retained in the building above the main entrance for use by the owner of the application site and adjacent properties.

With the exception of some minor external changes, the majority of the works will be internal.

Proposed external alterations involve the replacement of existing hardwood windows with grey UPVC and other window works.

Each flat would have two bedrooms, a bathroom, living area, kitchen and a main entrance on the ground floor, with access to a shared rear exit.

The application was publicised by 14 individual neighbour letters and a site notice, with no responses received as a result of the publicity given to the application.

In granting permission, the council said: “On the basis of the above assessment, it is considered that the proposed development at the application site is consistent with planning policy.

“It would not adversely affect residential or visual amenity or the highway network.”
